In 1985 local residents were concerned about their neighborhoods and how to improve them In June, 1985 these progressive residents decided to start a neighborhood coalition of presidents and past presidents of homeowners associations. Mr. Don Waldman extended invitations to sixty-five subdivisions as a joint effort regarding some of the serious problems and to compare favorable circumstances that might enhance the direction of these communities. They met at the Regency Park Civic Association Clubhouse. The first bylaws were completed at their first meeting. The name of C.O.N.A. was adopted, and with the bylaws approved there was no turning back. C.O.N.A. was incorporated in 1987.

C.O.N.A. is a non-partisan, non-profit, issue oriented Florida Corporation whose purpose is to promote the welfare and unity of Pasco County homeowners, civic, condominium, cooperatives, and mobile homes.
C.O.N.A. disseminates information and education to these associations, promotes the common good, and collectively, represents the quality of these groups before local and state governmental bodies, and to collect funds to be used exclusively for these purposes.
C.O.N.A. promotes communication and cooperation between organizations, to foster a sense of community, and to assist each other by providing a forum where member organizations can bring specific concerns for discussion, receive reliable information and receive support for legitimate causes.
